Officers Charged When Cuffed Woman Tasered & Choked is Caught on Video

Veronica McIntyre is seen in a police video filmed in May 2008 at the South Beloit Police Department when former Police Sgt. Brad McCaslin is seen using a taser on the handcuffed woman twice. 

Later in the video, former Police Chief Tom Fearn is seen grabbing her by the throat and holding her down and shaking her. 

In April 2011, Winnebago County State Attorney's Office announced charges against Kirichkow, Fearn and McCaslin in relation to the case. 

Fearn was charged with aggravated battery, armed violence, official misconduct and obstruction of justice. McCaslin was charged with aggravated battery, armed violence, insurance fraud, official misconduct and obstruction of justice. Kirichkow was charged with obstruction of justice and official misconduct. All three men have pleaded not guilty and are awaiting trial.

McIntire also filed a civil lawsuit in a Federal District Court in April of 2011 naming Fearn, McCaslin and others, including former Mayor Randy Kirichkow, and 4 former city council members.

South Beloit Mayor Michael Duffy said the cities insurance firm will pay a settlement amount, but he doubts the amount will be made public. Read more;

What the hell do her charges have to do with this? It wouldn't matter if she was charged with Murder and Kiddie Rape.

What these Piggies did was flat out wrong.

Theres something wrong when use of force training is all about, what it takes to get someone into handcuffs or stop the threat but when that occurs, i have never understood why thats not enough.

it has always been a point of frustration to not know what makes them continue. drives me nuts, but the charges against the officers should stick and off to the big house they go.

I suppose some of them are venting pent-up anger and frustration, while others are acting on the bully tendencies that caused them to want to wear a badge in the first place.

In either case it's apparent they need to broaden the anger management part of police academy training. (If they even have anger management classes.)

Her charges seem to indicate that she got off light.

Her charges and the disposition of them have no bearing on the behavior of the cops. The police cannot be allowed to taze and manhandle prisoners that are in handcuffs.
